Meeting report

Agenda item 1.Opening
Dr. Dagvadorj, Chairman of the Climate Change Coordination Office, the Ministry of Environment and Green Development of Mongolia opened the first meeting of the Joint Committee (JC) of the Joint Crediting Mechanism (JCM), and gave opening remarks. Mr. Tamura, Director of the Climate Change Division, the International Cooperation Bureau, the Ministry of Foreign Affairs of Japan gave opening remarks.

Agenda item 2.1Adoption of the agenda
The JC adopted the agenda of the meeting.

Agenda item 2.2 Rules of Procedures for the Joint Committee The JC considered and adopted the “Joint Crediting Mechanism Rules of Procedures for the Joint Committee” (Rules of Procedures for the JC), as contained in Annex 1 to this meeting
report.

Agenda item 2.3 Appointment of Co-Chairs from each side The Mongolian side appointed Dr. Dagvadorj and the Japanese side appointed Mr. Tamura to serve as the Co-Chairs of the JC.

Agenda item 2.4 Attendance The JC approved attendance of observers at this JC meeting and the Co-Chairs introduced the
observers.

Agenda item 2.5 Rules of Implementation for the JCM
The JC considered and adopted the “Rules of Implementation for the Joint Crediting Mechanism (JCM)”, as contained in Annex 2 to this meeting report.

Agenda item 2.6 Establishment of the JCM Secretariat
The JC established the JCM secretariat. The Mongolian side nominated the personnel from the Ministry of Environment and Green Development and the Japanese side nominated Mitsubishi UFJ Research and Consulting Co., Ltd. for serving as the JCM secretariat.

Agenda item 3. Rules and guidelines
Agenda item 3.1 JCMProject Cycle Procedures
The JC considered the draft “Joint Crediting Mechanism Project Cycle Procedure” and requested the secretariat to prepare a revised draft including emphasis on project implementation which is to be distributed for adoption by the JC through electronic means in line with the Rules of Procedures for the JC.

Agenda item 3.2 JCMGlossary of Terms
The JC considered the draft “Joint Crediting Mechanism Glossary of Terms” and requested the secretariat to prepare a revised draft including the definition of greenhouse gas removals which is to be distributed for adoption by the JC through electronic
means in line with the Rules of Procedures for the JC.

Agenda item 3.3 JCMGuidelines for Developing ProposedMethodology
The JC considered the draft “Joint Crediting Mechanism Guidelines for Developing Proposed Methodology” and requested the secretariat to prepare a revised draft including editorial changes such as inserting the name of Mongolia, which is to be distributed for adoption by the JC through electronic means in line with the Rules of Procedures for the JC.

Agenda item 3.4 JCM Guidelines for Developing Project Design Document and Monitoring Report
The JC considered the draft “Joint Crediting Mechanism Guidelines for Developing Project Design Document and Monitoring Report” and requested the secretariat to prepare a revised draft including editorial changes such as inserting the name of Mongolia, which is to be distributed for adoption by the JC through electronic means in line with the Rules of
Procedures for the JC.

Agenda item 3.5 JCMGuidelines for Designation as a Third- Party Entity
The JC considered the draft “Joint Crediting Mechanism Guidelines for Designation of a Third-Party Entity” and requested the secretariat to prepare a revised draft considering treatment of withdrawn and suspended Designated Operational Entities (DOEs) which is to be distributed for adoption by the JC through electronic means in line with the Rules of
Procedures for the JC.

Agenda item 3.6 JCMGuidelines for Validation andVerification
The JC considered the draft “Joint Crediting Mechanism Guidelines for Validation and Verification” and requested the secretariat to prepare a revised draft which is to be distributed for adoption by the JC through electronic means in line with the Rules of Procedures for the JC.

Agenda item 4. Discussion on potential project for the JCM
Both sides discussed potential projects for Feasibility Studies and Model Projects under the JCM such as renewable energy, energy efficiency, and waste management, as well as relevant financial schemes, feasibility studies and capacity building activities, planned by the Japanese side.

Agenda item 5.Other matters
The JC discussed remaining tasks to be addressed after the first meeting of the JC. The JC also shared the importance of promoting the JCM which is referred in the ERCH Initiative announced by the Prime Ministers of both sides on 30 March 2013.

The Co-Chairs gave closing remarks and closed themeeting.
