\nDr. Dagvadorj, Chairman of the Climate Change Coordination Office, the Ministry of\u00a0Environment and Green Development of Mongolia opened the first meeting of the Joint\u00a0Committee (JC) of the Joint Crediting Mechanism (JCM), and gave opening remarks.\u00a0Mr. Tamura, Director of the Climate Change Division, the International Cooperation Bureau,\u00a0the Ministry of Foreign Affairs of Japan gave opening remarks.<\/p>\n

\nThe JC considered and adopted the \u201cRules of Implementation for the Joint Crediting\u00a0Mechanism (JCM)\u201d, as contained in Annex 2 to this meeting report.<\/p>\n
\nThe JC established the JCM secretariat. The Mongolian side nominated the personnel from\u00a0the Ministry of Environment and Green Development and the Japanese side nominated\u00a0Mitsubishi UFJ Research and Consulting Co., Ltd. for serving as the JCM secretariat.<\/p>\n
\nAgenda item 3.1 JCMProject Cycle Procedures
\nThe JC considered the draft \u201cJoint Crediting Mechanism Project Cycle Procedure\u201d and\u00a0requested the secretariat to prepare a revised draft including emphasis on project\u00a0implementation which is to be distributed for adoption by the JC through electronic means in\u00a0line with the Rules of Procedures for the JC.<\/p>\n
\nThe JC considered the draft \u201cJoint Crediting Mechanism Glossary of Terms\u201d and\u00a0requested the secretariat to prepare a revised draft including the definition of greenhouse\u00a0gas removals which is to be distributed for adoption by the JC through electronic
\nmeans in line with the Rules of Procedures for the JC.

\nThe JC considered the draft \u201cJoint Crediting Mechanism Guidelines for Developing Proposed\u00a0Methodology\u201d and requested the secretariat to prepare a revised draft including editorial\u00a0changes such as inserting the name of Mongolia, which is to be distributed for adoption\u00a0by the JC through electronic means in line with the Rules of Procedures for the JC.<\/p>\n
\nThe JC considered the draft \u201cJoint Crediting Mechanism Guidelines for Developing Project\u00a0Design Document and Monitoring Report\u201d and requested the secretariat to prepare a revised\u00a0draft including editorial changes such as inserting the name of Mongolia, which is to be\u00a0distributed for adoption by the JC through electronic means in line with the Rules of
\nProcedures for the JC.<\/p>\n
\nThe JC considered the draft \u201cJoint Crediting Mechanism Guidelines for Designation of a\u00a0Third-Party Entity\u201d and requested the secretariat to prepare a revised draft considering\u00a0treatment of withdrawn and suspended Designated Operational Entities (DOEs) which is to\u00a0be distributed for adoption by the JC through electronic means in line with the Rules of
\nProcedures for the JC.<\/p>\n
\nThe JC considered the draft \u201cJoint Crediting Mechanism Guidelines for Validation and\u00a0Verification\u201d and requested the secretariat to prepare a revised draft which is to be distributed\u00a0for adoption by the JC through electronic means in line with the Rules of Procedures for the\u00a0JC.<\/p>\n
\nBoth sides discussed potential projects for Feasibility Studies and Model Projects under the\u00a0JCM such as renewable energy, energy efficiency, and waste management, as well as relevant\u00a0financial schemes, feasibility studies and capacity building activities, planned by the Japanese\u00a0side.<\/p>\n
\nThe JC discussed remaining tasks to be addressed after the first meeting of the JC. The JC\u00a0also shared the importance of promoting the JCM which is referred in the ERCH Initiative\u00a0announced by the Prime Ministers of both sides on 30 March 2013.<\/p>\n
\nThe Co-Chairs gave closing remarks and closed themeeting.
