Agenda item 1. Opening

Mr. Batjarga Z., Advisor of Climate Change Project Implementation Unit under the Ministry of Environment and Tourism (MET), Ministry of Environment and Tourism, opened the fourth meeting of the Joint Committee (JC) of the Joint Crediting Mechanism (JCM) and gave opening remarks.

Mr. Minoru Kikuchi, Minister-Counsellor, Embassy of Japan in Mongolia, gave opening remarks.

Agenda item 2. Organizational matters

Agenda item 2.1 Adoption of the agenda

The JC adopted the agenda of the meeting.

The JC gave its consent to attendance of observers at this JC meeting.

 

Agenda item 3. JCM methodologies

Agenda item 3.1 Installation of Solar PV System

The JC considered the proposed methodology MN_PM003 “Installation of Solar PV System” and public inputs received on the proposed methodology.

In response to the point raised by the public inputs, the JC concluded as following:

  1. As is mentioned in the Section I of the proposed methodology, “the default emission factor is revised if deemed necessary by the JC”. While it does not specify the period for such revision, it gives flexibility to revise the default value whenever it’s necessary.

Based on the consideration, the JC approved the proposed methodology MN_PM003 with revisions, as contained in the Annex 1 to this meeting report.

 

Agenda item 4. Issuance of JCM credits

Agenda item 4.1 Installation of high-efficiency Heat Only Boilers in 118th School of Ulaanbaatar City Project

The JC considered the draft notification form and accepted notifying each side of the amount of credits to be issued for the project MN001 (Installation of high-efficiency Heat Only Boilers in 118th School of Ulaanbaatar City Project) using the notification form.

 

Agenda item 4.2 Centralization of heat supply system by installation of high-efficiency Heat Only Boilers in Bornuur soum Project

The JC considered the draft notification form and accepted notifying each side of the amount of credits to be issued for the project MN002 (Centralization of heat supply system by installation of high-efficiency Heat Only Boilers in Bornuur soum Project) using the notification form.

 

Agenda item 5. Other matters

Agenda item 5.1. Promoting development of JCM projects in Mongolia

The Japanese side explained the promotion schemes, JCM model projects, ADB Trust Fund’s Japan fund for the JCM, and feasibility study for JCM project by City-to-City Cooperation in Mongolia.

The Japanese side also explained JCM Demonstration Program and MRV Application Study.

The Japanese side introduced the draft agenda of the 4th JCM Partner Countries’ High-level Meeting to be held at the Japan Pavilion during COP22.

 

Agenda item 6. Conclusion of the meeting

The Co-Chairs gave closing remarks and closed the meeting.
